2015-3-12，北京市規(guī)劃委發(fā)出通知稱：從本月1日起，北京市新建、改建的四層及以上住宅樓，都必須進行適老設計。其中包括：設置電梯、緊急呼叫裝置、安裝扶手等硬件設施。

之所以由原來的7層設電梯改為現(xiàn)在的4層設電梯，規(guī)劃委相關負責人解釋說，這和北京已經(jīng)步入老齡社會有關。通知中還詳細的規(guī)定了電梯低層位置、呼叫按鈕、語音報站、扶手等細節(jié)要求。

北京市規(guī)劃委要求，設計單位要在設計說明中注明電梯規(guī)格、位置，并在設計中預留設置緊急呼叫裝置和安裝扶手的條件。規(guī)劃部門在進行審批時，將對適老性設計內容進行形式審查，如果設計圖紙不符合規(guī)定，將要求設計單位修改，否則無法獲批甚至無法開工。

Beijing Municipal Planning Commission: elevators are necessary to newly-built or rebuilt residential buildings with more than 4 floors

The Beijing Municipal Planning Commission has issued a notice on 12th March that from the first day of this month, senior-oriented design is necessary to newly-built or rebuilt residential buildings with more than 4 floors.

The reason why the original seven-floor-building-must-have-elevator has changed to the current regulation is undeniable associated with the present fact that Beijing has entered the aging society. The notice also detailed provisions of the elevator position on lower floors, call buttons, voice announcer, handrails and other requested details.

Moreover, Beijing Municipal Planning Commission required elevator description, position to be shown in the design specification, with call systems and handrail details also. In the duration of the planning department examining and approving, senior-oriented design will be reviewed, and if this part failed, the design would be modified or terminated.
